Annual Essential Safety Measures Report (AESMR)

Required under Victorian building regulations, the AESMR confirms that all essential safety measures within a commercial building or place of public entertainment have been maintained for the preceding 12 months.
Fire Marshall prepares AESMRs that are fully compliant with regulatory formats and audit requirements. We review all ESMs listed on the occupancy permit—or, for buildings approved prior to July 1994, we identify and assess existing measures and provide documentation aligned with maintenance schedules.

Our team ensures building owners meet their legal obligations and maintain safety performance across every site.

Hydrant System Hydrostatic Test Report

Hydrant systems must deliver sufficient pressure and flow to support effective firefighting. Fire Marshall conducts comprehensive hydrostatic testing to assess the system’s pressure performance, pinpoint potential failures, and ensure all hydrants meet flow rate requirements under AS 2419 and AS 1851.

Our service includes a two-hour pressure test on the most disadvantaged hydrant, a complete system inspection, and a full report with findings, flow measurements, and any required recommendations.

Hydrant System Commissioning Test Report

Before a newly installed or altered fire hydrant system is signed off, it must undergo a commissioning test to validate its performance and compliance. Fire Marshall provides a full commissioning service including:

  • Inspection of system design and installation
  • Hydrostatic and flow testing
  • Issuance of a detailed compliance report
  • Installation of necessary signage, 003 locks, and valve identification tags

Your fire safety
questions answered

Whether you’re managing a commercial facility, overseeing residential properties, or simply want to ensure compliance, we’ve compiled answers to some of the most common fire safety questions our clients ask.

A fire test report is a formal document that records the results of an inspection or test performed on a fire protection system—such as hydrants, sprinklers, or alarm panels. It includes performance data, compliance status, identified issues, and any maintenance recommendations. These reports are essential for demonstrating compliance with Australian Standards like AS 1851.
The building owner or their appointed fire protection provider (such as Fire Marshall) is responsible for ensuring fire systems are tested and documented. These reports must be available for review by auditors, insurers, or regulatory authorities to verify that the property is maintaining compliance.
AS 1851 is the Australian Standard that outlines how fire protection systems must be maintained. It covers inspection intervals, servicing methods, and documentation requirements.
It depends on the system. For example, FIPs and sprinklers may require monthly testing, while other systems like hydrants and water tanks have annual or five-year intervals.
The Annual Essential Safety Measures Report confirms that all ESMs have been maintained in accordance with regulations and includes documentation to support ongoing compliance.
Yes. We provide integrated servicing and reporting across all major systems, helping streamline compliance and reduce administrative workload.
