Essential Safety Measures (ESM) are the fire safety systems, equipment, and building features required by law to ensure occupant safety in the event of a fire or emergency. They can include physical equipment—like fire extinguishers, smoke alarms, or sprinkler systems—as well as passive elements such as fire doors, paths of travel, or evacuation signage. ESM requirements are outlined in a building’s occupancy permit or maintenance schedule and must be maintained over the life of the building.
The responsibility for maintaining Essential Safety Measures rests with the building owner or their appointed agent (such as a property manager or body corporate). It is their duty to ensure that all fire protection systems and ESM components are regularly inspected, tested, and maintained in accordance with Australian Standards and building regulations. Failure to comply can lead to legal penalties, increased risk in emergencies, and insurance complications.

The types of ESM you need to maintain depend on your building type, use, and age. Common Essential Safety Measures include:
